 A blog released on The Hill's website points out that the Health and Human Services Department has stopped using the term "exchanges" and has started marketing the term "marketplace".  Exchanges are a important part of President Obama's Health Care Reform plan and have been called insurance exchanges from the outset.  Exchanges are to be set in each state for employees to obtain health insurance coverage should their employer not offer coverage or the employee chooses not to take the plan offered by their employer.  Many states have notified HHS that they will not be setting up exchanges which puts the burden back on the Federal Government.
